The STIPs interface provides the ability to create and manage the various versions of the STIP within the application. This tool can be accessed by clicking on the Administration icon () on the Utility Bar.
Setup
When "STIPs" is selected in the Administration picklist, this interface will result:
On the left side of the screen, the user can view all the STIPs hosted in the system, including Historical, Active, Future, and Board Approved STIPs. This table will host summary information about the STIP to help users locate the intended STIP. These column types are hosted on the STIPs table:

| STIP Name | This field shows the STIP name. STIP names are generated by the system by concatenating the Start Year, dash, and the End Year. |
| Status |
This field shows the STIP Type. In the example above, the STIPs are distinguished as Active (current) and Future (next). There are four types of STIPs that can be in the system: Active (A) – The Official Approved STIP. Modifications to this version of the STIP will automatically trigger Action. Future (F) – The STIP being prepared for the next STIP cycle. Modifications to this version of the STIP will not trigger Actions. Board Approved (B) – A Future STIP that has been approved by the NC Board of Transportation (BOT) but not yet adopted by FHWA/FTA. Modifications to this version of the STIP will automatically trigger Actions. Historical (H) – A previous STIP saved within the system for historical reporting only. No modifications can be made to these versions of the STIP regardless of user permissions. |
| Created On | This field hosts the date the STIP was originally created. |

This field shows the user that generated the creation of the STIP. |
| Updated On | This field hosts the date of the last update to the STIP. |
| Updated By | This field shows the user that made the last update to the STIP. |
| Delete | This icon allows the user to delete a STIP from the system. Active STIPs cannot be deleted and will therefore not have a delete icon in this column. |
On the right side of the screen, the user can view extended information about the STIP in the Detail window. To view this information, the user must select a table row; then, the Detail window will showcase the STIP Name (ex. 2026-2045 (F)) and these fields:

| Start Year | This is a read-only field that shows the Start Year for the STIP window. |
| End Year | This is a read-only field that shows the End Year for the STIP window. |
| Budget Initially Copied From | This is a read-only field that indicates which STIP's budget was used to initially create the budget for this STIP. |
| Project Initially Copied From | This is a read-only field that indicates the STIP version that was used to initially populate the Projects in the STIP record. Once created, any changes to the projects are not maintained across STIPs. |
| 5 Year Threshold % | This shows the Threshold percentage for the 5-year period for the STIP. |
| 10 Year Threshold % | This shows the Threshold percentage for the 10-year period for the STIP. |
| Lock STIP | This checkbox allows the STIP Administrator to lock the Future STIP to any changes. |
| BOT Approval Date | This is the date that the Board of Transportation (BOT) initially approved the STIP. |
| FHWA Approval Date | This is the date that FHWA initially approved the STIP. |
| FTA Approval Date | This is the date that FTA initially approved the STIP. |
| Manage Inflation Factors | This link opens a pop-up which allows the user to edit the Estimate Factor for the stored Inflation Factors and add an Inflation Factor; this only affects the selected STIP. |
Editing Values
If the user wishes to update any of the values stored in the STIPs interface, they can click into the desired field and enter a new value using the available picklist, calendar select, or textbox. The Start Year, End Year, Budget Initially Copied From, Project Initially Copied From, FHWA, and FTA fields are not editable on this interface. However, these fields are accessible to users:

If the BOT Approval Date is changed, a message will appear, requiring confirmation of this change before saving. The "Accept" button implements the new date while the "Cancel" button reverts the field to its original, blank state.
With any change, the user must select "Save Changes" on the Detail window to solidify the new values. To revert the fields to their values before edits, the "Discard Changes" button can be selected instead.
Manage Inflation Factors
If the user wishes to manage the STIP's inflation factors, they can select the "Manage Inflation Factors" link located above the Save and Discard Changes buttons. This will open a pop-up with a table of all the stored Inflation Factors on the left and extended information about the individual factors on the right.
Only the Estimate Factor field can be edited in this interface. To edit an Estimate Factor, first click the desired table row to select a stored Inflation Factor. Then, type a new value into the "Estimate Factor" field in the Detail window. The "Save Changes" button solidifies this new value.
The user can also add a new Inflation Factor to the table by using the available button. Selecting this button will clear the Detail window for values to be inputted in the picklist and textboxes (Cost Work Phase, Estimate Year, and Estimate Factor). The "Save Changes" button adds the Inflation Factor to the STIP.
Create Future STIP
If the user wishes to create a future STIP, they can select the button above the STIP table. Only one Future/Board Approved STIP can be created at one time, so this button will only be available if no Future or Board Approved STIPs currently exist. When this button is clicked, the fields in the detail section are set to empty, allowing the user to enter information about the new future STIP. All fields are required, except the approval dates; however, the "End Year" field will not be editable. This field will be system calculated based on the Start Year (Start Year + 9 = End Year). After all required fields are filled, the user can select, "Save Future STIP" at the bottom of the interface. Once the STIP has been successfully created, the "Create Future STIP" interface will close and the new STIP will appear at the top of the STIP table with its row highlighted. A message in the lower-right portion of the screen also notifies the user of a successful STIP creation. After this successful creation, the NC STIP team can modify projects as needed. All modifications made directly in the Future STIP will not trigger Actions nor be required to go through an approval process.
NOTE: The "Create Future STIP" function also copies over the Inflation Factors from the STIP specified in the "Projects Initially Copied From" picklist.
Approval Dates
While the Approval Dates are not editable when creating future STIPs, they are editable once the Future STIP has been saved. The Approval Dates play an integral role in how a Future STIP transitions to an Active STIP. The table below outlines the integral nature of Approval Dates.

Once a Future STIP has transitioned to an Active STIP, the button “Create Future STIP” becomes enabled, so a new Future STIP can be created later.
