The "Users" interface is located under the gear icon on the Utility Bar. The Users module will provide the ability to create and modify users of STIP Manager.
To create a new User, the “Add New User” button located at the top of the interface must be selected. Once selected, the fields in the Detail window will be set to blank, allowing the user to enter information about the new User. These fields are:
| Field | Description |
| Status | The status of the user: Active and Inactive. Inactive Users' permissions will be ignored. |
| Last Name | The last name of the user; limit 40 characters. |
| First Name | The first name of the user; limit 40 characters. |
| Username (NCID) | A text field to enter the NCID username; must match the user’s NCID login information for ArcGIS Portal. Limit 80 characters. |
| Email Address | A text field to enter the user’s email address which will be used for all system notifications. Limit 128 characters. |
| Office | A picklist populated with all available offices as defined in the LUOffice code list table. |
| User Role | A picklist of user roles; required. |
| Region | A picklist of regions. Enabled and required for user roles of STIP Administrator and STIP Unit User; otherwise, the field is disabled. |
| PIN | A 4-digit numerical field. Only required for users with the Highway (FHWA) Approver or Transit Approver user role; will be disabled otherwise. Values here are encrypted and will only show as asterisks. |
| Optional Permissions | A multi-select list of optional permissions available for the selected User Role. |
| MPOs/RPOs | A hyperlink displaying a multi-select interface for MPOs/RPOs; 1+ can be selected. |
| Divisions | A hyperlink displaying a multi-select interface for Divisions; 1+ can be selected. |
