The Scenarios interface allows users with the “Scenarios” permission to create and edit "test" or "trial" STIPs. A Scenario is just like a STIP, except that its changes do not trigger an Action or go through a formal approval process. This tool can be accessed by clicking on the Administration icon () on the Utility Bar.
Setup
When "Scenarios" is selected in the Administration picklist, this interface will result:
On the left side of the screen, the user can view all the Scenario STIPs hosted in the system. This table will host summary information about the Scenarios to help users locate the intended Scenario. These column types are hosted on the Scenarios table:

| Created On | This field hosts the date the Scenario was created on. |
| Created By | This field shows the user that generated the creation of the Scenario. |
| Updated On | This field hosts the date of the last update to the Scenario. |
| Updated By | This field shows the user that made the last update to the Scenario. |
| Shared | This field indicates whether the Scenario is available to other users. If it is marked as "Shared," other users will have this Scenario available from the "STIP" selection picklist. Only users given the user permission of "Scenarios" will be allowed to create or use Scenarios. |
| Delete | This icon is enabled for each row containing a Scenario that the current user created. Scenarios can only be deleted by either the user who created the Scenario or a STIP Administrator. Upon selecting the Delete icon, a warning message will be displayed, asking for confirmation of the action before deleting. |
On the right side of the screen, the user can view extended information about the Scenario in the Detail window. To view this information, the user must click a table row. By default, the first row will be selected upon entering the interface, but this selection can be modified. If the user is viewing a Scenario they created or has the STIP Administrator role, they may edit the Scenario Name, Scenario Description, Budget, 5 Year Threshold %, 10 Year Threshold %, Shared checkbox, and Manage Inflation Factors link; all other fields are read-only after initial creation.

| Budget | This field is a picklist of Budgets previously defined within the Budget Maintenance module. This will be the budget associated to the Scenario and used to determine Fiscal Constraint and the 5/10 Year Analysis. This field is required but can be modified after the Scenario has been created. |
| Project Initially Copied From | This field is a picklist containing the names of all Active, Board Approved, Future, and Historical STIPs and Scenarios to allow the user to create the Scenario based off an existing or previous project set. The picklist will also contain the value of "None" if the user wishes to not copy any existing projects when creating the Scenario. If an Active or Board Approved STIP is selected, no pending changes will be copied. |
| 5 Year Threshold % | This shows the Threshold percentage for the 5-year period for the Scenario. |
| 10 Year Threshold % | This shows the Threshold percentage for the 10-year period for the Scenario. |
| Shared | This is a checkbox field that shows if the Scenario will be available for others to use throughout the system. Only users with the "Scenario Access" privilege will be allowed to access this Scenario. |
| Manage Inflation Factors | This link opens a pop-up which allows the user to edit the Estimate Factor for the stored Inflation Factors and add an Inflation Factor; this only affects the selected Scenario. |
If the user does make changes to any of the editable fields (Scenario Name, Scenario Description, Budget, 5 Year Threshold %, 10 Year Threshold %, and Shared checkbox), they must select the "Save Changes" button on the Detail window to solidify the new values. To revert the fields to their values before editing, the "Discard Changes" button can be selected instead.
Manage Inflation Factors
If the user wishes to manage the Scenario's inflation factors, they can select the "Manage Inflation Factors" link located above the Save and Discard Changes buttons. This will open a pop-up with a table of all the stored Inflation Factors on the left and extended information about the individual factors on the right.
Only the Estimate Factor field can be edited in this interface. To edit an Estimate Factor, first click the desired table row to select a stored Inflation Factor. Then, type a new value into the "Estimate Factor" field in the Detail window. The "Save Changes" button solidifies this new value.
The user can also add a new Inflation Factor to the table by using the available button. Selecting this button will clear the Detail window for values to be inputted in the picklist and textboxes (Cost Work Phase, Estimate Year, and Estimate Factor). The "Save Changes" button adds the Inflation Factor to the Scenario.
Create Scenarios
The user can create Scenarios in this interface by selecting the “Create Scenario” button. The fields on the detail interface will be blank initially, allowing users to fill in the necessary information. All fields are required; however, the "End Year" field will not be editable. This field will be system calculated based on the Start Year (Start Year + 9 = End Year). After the user enters the required fields and selects the "Save Changes" button, the system will automatically add the Start Year and End Year to the Scenario name for display in the Scenario table and all picklists where a Scenario may be selected. Upon successful creation, it will appear alphabetically in the Scenario table and will be highlighted. A message in the lower-left portion of the detail screen will also notify the user of a successful Scenario creation.
NOTE: The "Create Future STIP" function also copies over the Inflation Factors from the STIP/Scenario specified in the "Projects Initially Copied From" picklist.
