If a user enters the Fund Sources interface under the Utility Bar, they will be able to classify which fund sources are available to be used for a project and which are not. This functionality rests in the Eligibility Criteria section of the Fund Sources interface.
Assigning Eligibility
The user will be able to assign Eligibility Criteria for each fund source on the Fund Sources interface. This section-- outlined in red in the image above-- allows the user to add lines of criteria to explain which type of projects the selected fund source applies to. In the example above, there are four lines of criteria, and the "All" logic applies to these criteria rows. Both of these elements are described later in this article. To add a criteria row, the user can click the plus (+) sign beside the last criteria row. If no criteria rows have been entered, the user can click into the available empty row and select options.
The user must also select a Logic type for the Eligibility Criteria-- All, Any, or Majority. This is a determining factor for how the system understands the inputted Eligibility Criteria. Finally, the "Save Changes" button can be used to solidify the criteria for that fund source.
The table below describes the other two controls associated with the Eligibility Criteria section:

Once the available fund sources are assigned Eligibility Criteria, they will be found in the Fund Source picklist on the Project Detail tab when assigning funding to a project.
Filtering Steps
To determine which fund sources will be available for a given project, the system relies on two filtering steps:
- Fund sources are first filtered based on the project’s Mode.
- The project's mode is shown on the Project Detail tab.
- For example, projects with a mode of "Highway" only make Fund Sources that include "Highway" in their Mode attribute available.
- Fund sources are then further filtered based on the Eligibility Criteria.
Eligibility Criteria
The Eligibility Criteria (EC) identifies the project’s allocation percentage (%) that meets each criterion and uses that to determine if the fund source is valid for that project. There are seven types of Eligibility Criteria: Funding Program, Division, MPO/RPO, County, Functional Class, NHS, and Urban Area/Urban Clusters. Each of these types has its own rules that determines its allocation percentage:

Each project has one Funding Program associated with it. Since there is only one option, the allocation percentage is either 0 or 100. If the Funding Program does not match the EC, it will be 0%. If it does match, it will be 100%. |
| Division |
To find the Division allocation percentage, the user must compare the information listed under the Division Allocation header on the Project Detail tab to the Eligibility Criteria (EC). Each project will have percentages allocated to their Divisions. If only one of the Divisions in the project matches the EC, the listed "Division Allocation" value for the matching Division will be the Division allocation percentage. For example, if the EC lists that Division = 5 and the project lists Division 5 as 11.04%, then the Division allocation percentage will be 11.04%. If more than one Division in the project matches the EC, their "Division Allocation" values will be added together. For example, if the EC lists that Division = 5 and Division = 7 and the project lists Division 5 as 11.04% and Division 7 as 88.96%, then the Division allocation percentage will be 100%. |
| MPO/RPO |
To find the MPO/RPO allocation percentage, the user must compare the information listed under the MPO/RPO Allocation header on the Project Detail tab to the Eligibility Criteria (EC). Each project will have percentages allocated to their MPO/RPOs. If only one of the MPO/RPOs in the project matches the EC, the listed "MPO/RPO Allocation" value for the matching MPO/RPO will be the MPO/RPO allocation percentage. For example, if the EC lists that MPO/RPO = Foothills RPO and the project lists Foothills RPO as 34.41%, then the Division allocation percentage will be 34.41%. If more than one MPO/RPO in the project matches the EC, their "Division Allocation" values will be added together. For example, if the EC lists that MPO/RPO = Foothills RPO and MPO/RPO = French Broad River MPO, and the project lists Foothills RPO as 34.41% and French Broad River MPO as 24.81%, then the MPO/RPO allocation percentage will be 59.22%. |

To find the County allocation percentage, the user must compare the information listed under the County Allocation header on the Project Detail tab to the Eligibility Criteria (EC). Each project will have percentages allocated to their Counties. If only one of the Counties in the project matches the EC, the listed "County Allocation" value for the matching County will be the County allocation percentage. For example, if the EC lists that County = Durham and the project lists County Durham as 11.04%, then the Division allocation percentage will be 11.04%. If more than one County in the project matches the EC, their "County Allocation" values will be added together. For example, if the EC lists that County = Durham and County = Orange and the project lists Durham County as 11.04% and Orange County as 88.96%, then the County allocation percentage will be 100%. |
| Functional Class |
To find the Functional Class allocation percentage, the user will divide how many location records meet the Eligibility Criteria (EC) by the total number of location records. The Functional Class is linked to the location records shown on the Project Location Table. While it is not shown as a column on this table, each location record will have its own Functional Class. Examples If the EC lists Functional Class <> Local (greater than or less than, not equal to) and neither Functional Class is equal to Local, the Functional Class allocation percentage is 100%. It will follow this equation: 2 criteria met / 2 criteria in total. If a project has 3 locations and 2 meet the EC, then the allocation percentage would be 66.66%. It will follow this equation: 2 criteria met / 3 criteria in total. |
| NHS |
To find the NHS allocation percentage, the user will divide how many location records meet the Eligibility Criteria (EC) by the total number of location records. The NHS is linked to the location records shown on the Project Location Table. While it is not shown as a column on this table, each location record will have its own NHS. Examples If the EC lists NHS <> Interstate (greater than or less than, not equal to) and neither NHS is equal to Interstate, the NHS allocation percentage is 100%. It will follow this equation: 2 criteria met / 2 criteria in total. If a project has 3 locations and 2 meet the EC, then the allocation percentage would be 66.66%. It will follow this equation: 2 criteria met / 3 criteria in total. |
| Urban Area/ Urban Clusters |
Each project has one Urbanized Area attribute associated with it; however, not all projects will have an Urbanized Area since it is not a required field. Since there is only one option, the allocation percentage is either 0 or 100. If the Urbanized Area does not match the EC, it will be 0%. If it does match, it will be 100%. Examples If the EC lists Urban Area/Urban Clusters = > 5K & < 50K and a project has the same value for Urbanized Area, its Urban Area allocation percentage is 100. |
By default, all criterion types that are not defined in the Eligibility Criteria for a fund source will have an allocation percentage of 100%. For example, if Division and NHS are not defined in the Discretionary or Demonstration (DP) fund source's Eligibility Criteria, these types will automatically be set to an allocation percentage of 100%.
Logic
Once the allocation percentages have been calculated, the system then evaluates the fund source's validity based on the All, Any, or Majority radio button selected on the Fund Sources interface.
The system evaluates using the following logic:
- For All:
- If Program Funding allocation % = 100 AND
- Division allocation % = 100 AND
- County allocation % = 100 AND
- MPO/RPO allocation % = 100 AND
- Functional Class allocation % = 100 AND
- NHS allocation % = 100 AND
- Urban Area allocation % = 100
- THEN fund source is valid.
- For Any:
- If Program Funding allocation % > 0 AND
- Division allocation % > 0 AND
- County allocation % > 0 AND
- MPO/RPO allocation % > 0 AND
- Functional Class allocation % > 0 AND
- NHS allocation % > 0 AND
-
Urban Area allocation % > 0
- THEN fund source is valid.
- For Majority:
- If Program Funding allocation % > 50 AND
- Division allocation % > 50 AND
- County allocation % > 50 AND
- MPO/RPO allocation % > 50 AND
- Functional Class allocation % > 50 AND
- NHS allocation % > 50 AND
- Urban Area allocation % > 50
- THEN fund source is valid.
The fund source will be considered invalid if the Eligibility Criteria does not meet the required allocation percentages of that selection-- All, Any, or Majority.
